REGULAR SESSION MINUTES
PLANNING AND ZONING COMMISSION
OCTOBER 20, 2010

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on October 20, 2010.

The meeting was called to order at 8:40 p.m.

ROLL CALL

CALL TO ORDER


Chairman Anthony Kayser declared a quorum present.  Chairman Kayser stated that Mary Whaples would be voting in place of Elaine Carey. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

ZONE CHANGE APPLICATION – From Business I (B-1) to Business III (B-3) on 1.49 acres of land located at 22 Ranney Street & 1366 Main Street.

Upon a motion by John Grottole, seconded by John Ryan, the Commission Voted (7-0) to deny the above zone change application.

SPECIAL PERMIT USE APPLICATION – Under Section 404.2 (s) to allow a     used automobile and truck sales and service on land located at 602 Tolland Street.

Applicant: White Realty, LLC

Applicant withdrew application prior to meeting.  The Commission acknowledged the withdrawal of the above Special Permit Use Application.

PRELIMINARY & FINAL RESUBDIVISION APPLICATION “Janalyn K.        
Davis 588 Forest Street” – Preliminary and Final Approval, Two (2) Lots on 1.16 acres of land located at 588 Forest Street.

Applicant: Janalyn K. Davis

Mary Whaples recused herself from this application.  Commissioner Kayser appointed Pete Bonzani to vote on this application.

Upon a motion by Kathy Salemi, seconded by John Grottole, it was Voted (7-0) to Approve the above Subdivision Application with the following modifications:

1.      Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.
2.      On the plan, add percolation test records for the proposed percolation tests that are to be conducted on the subject property.
3.      Within the computations, revise the void ratio assumed for crushed stone to a maximum value of 33%.
4.     Subdivision bond set in the amount of $6,000.00.

Upon a motion by Tom Fitzgerald, seconded by Peter Bonzani, it was Voted (7-0) to Approve the waiver provisions as follows:

1.      On the plan, provide ties to three street monuments per section 5.4J.2 of the Subdivision Regulations.
2.      On the plan, provide a monument to be set at each of the subdivision corners per section 5.4J.5.d of the Subdivision Regulations.
3.      On the plan, provide street trees per section 8.7 of the Subdivision Regulations.

Upon a motion by Thom Fitzgerald, seconded by Peter Bonzani, the Commission Voted (7-0) to deny the request for waiver on sidewalks, until engineering report is received.

MAJOR FLOOD HAZARD DEVELOPMENT PERMITUnder section 601 to allow construction of a water level monitoring device on land located at 143 Pitkin Street A.K.A Meadow Hill Pump Station.

Upon a motion by John Ryan, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the above Major Flood Hazard Development Permit.

Upon a motion by John Grottole, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the above Site Plan Application.

NATURAL RESOURCES REMOVAL & FILL PERMITUnder Section 218 to allow reconstruction of an existing drainage outfall on land located at 631 Burnside Avenue.

Upon a motion by Mary Whaples, seconded by John Ryan, the Commission Voted (7-0) to approve the above Natural Resources Removal & Fill Permit.

Upon a motion by John Ryan, seconded by Paul Roczynski, the Commission Voted (7-0) to approve______.  Paul Roczynski made a motion, seconded by John Ryan to approve the above Minor Flood Hazard Development Permit.

10.     8-24 REFERRALS

  • East Hartford Flood Protection System Pump Station Rehabilitation – Phase II at 143 Pitkin Street A.K.A Meadow Hill Pump Station.
Upon a motion by Travis Simpson, seconded by John Ryan, the Commission Voted (7-0) to approve the above Flood Protection System Pump Station Rehabilitation.

Upon a motion by Paul Roczynski, seconded by John Ryan, the Commission Voted (7-0) to approve the above Burnside Avenue Outfall Repair.


MISCELLANEOUS
  • 272 Tolland Street  A.K.A Asian motors
Commission received correspondence from Mrs. Bonnie Nichols regarding non compliance issues with the site location approval. It was the consensus of the Commission to schedule a show cause hearing to discuss the possibility of  revoking the site plan approval.

  • 24 Leggett Street Site Plan Modification Bond Release Request
Upon a motion by Kathy Salemi, seconded by John Grottole the Commission Voted (7-0) to approve the
the site plan modification bond release in the amount of $14,000.00

  • 1083 Burnside Avenue Site Plan Modification Bond Release Request
Upon a motion by Paul Roczynski, seconded by Thom Fitzgerald, the Commission Voted (7-0) to approve the site plan modification bond release bond reduction in the amount of $20,000.

Upon a motion by John Grottole, seconded by Paul Roczynskki, the Commission Voted (7-0) to adjourn the meeting. The meeting was adjourned at 9:15 p.m.
